Однако большинство зарубежных и отечественных работ, посвященных анализу лоббизма и принятия решений в Евросоюзе, концентрируются на описании стадиальной системы государственного управления и существующих нормативных процедурах доступа групп интересов к ключевым центрам власти. Подобный институциональный подход не дает ясных ответов на вопросы, почему Евросоюз проводит ту или иную политику по различным вопросам, почему не все группы интересов способны осуществлять влияние, каким образом и кем формируется повестка дня, в чьих интересах принимаются решения. Основная цель данной статьи заключается в том, чтобы при помощи современных теорий и исследований рассмотреть, каким образом происходит взаимодействие между группами интересов и центрами власти Евросоюза, от чего зависят успехи и провалы в процессе влияния на принятие решений, какова логика взаимодействия заинтересованных групп между собой и какие закономерности можно проследить в агрегировании интересов органами власти. </p></abstract><trans-abstract xml:lang="en"><p>Interaction between interest groups and political institutions is one of the cornerstones of the European Union policy making process. Although majority of Russian and foreign works dedicated to lobbying and decision making in the EU, concentrate on a governmental stadial system and normative procedures that regulate interest groups access to policy making centers. Such institutional approach doesn’t clarify why the EU has concrete policies, why not all interest groups are able to win, who sets the agenda and in whose interests decisions are made. Current article, using contemporary theories and research, analyzes process of interaction between interest groups and governmental structures in the EU.
